Di some people have these changes on a seasonal basis which corrects after sometime on its own...like i also ocasionally have this problem...but if this going on for a long time, you need to consult a dermatologist for this...but if its seasonal or occasional, you need not worry much...just maintain proper hydration and moisturise that part from where skin pealing is happening...
