I don't think "Waar" would be considered that (although they could phrase it appropriately - by airing it on "Controversial Saturdays" or some such thing i.e. airing movies which are clearly marked as being "controversial" or something on a particular day or something). "Waar" is not exactly anti-indian - but there is a hint given that the criminal (who is muslim also oddly enough - perhaps to blunt the anti-india thing) is working for some indian agent under direction of some type of indian intelligence outfit. The idea essentially highlights the foreign involvement (of india) with "Pakistani Taliban" (TTP) - as opposed to highlighting the more domestic "takfiri" (i.e. religious hate) outfits operating in pakistan (usually saudi/wahhabi funding). Although I think if a movie was made NOW in pakistan - it would be more likely to implicate local outfits (funded by wahhabi money etc.) - since by now there is greater public willingness to talk about that channel of involvement.EDIT: O21 (starring Shaan) could be EASILY aired in India without controversy - except the problem is it would be too much of a burden to inflict on indian audiences :-) As I posted in a review of that elsewhere here - the O21 film is a might bore - which could be improved 4-5 times if given in hands of a skilled editor (perhaps).
