I don't think it works like that. One has to be physically in the country from which they are seeking asylum.

As there is no logic in the show it's just one of those things with the USA visa or as US gives visa for 10 years, Ruhi probably had visa from before.

But as an unmarried person it is very hard to get a 10 yr visa also.The 10 yr visas are usually given to parents of children who already reside there or the business visa is sponsored by your company none of which are valid for Ruhi.

but her life isn’t in danger, like no one is torturing her physically. She can just move somewhere else in India. Those asylum laws don’t apply to her because she’s not unsafe.
