makers love seerath legacy and rs hates hina and loves shivangi that explains why pl gets better arc as that will erase hina and her memories from ppls mind. As he do not want to ppl to say he is earning from the show whose base is established by hina. Soon he will make ppl to support characters based on their arc than blood and legacy.

Legacy is continued by Akshara Maheshwari Singhania's daughter, granddaughter & great-granddaughter. Sirat wasn't Akshara Maheshwari Singhania's daughter so her daughter won't be a FL. Sirat wasn't introduced as a FL from the beginning of S2 the way legacy daughters are. Majority of the viewers thought Sirat is Naira for a very long time because Shivangi played it.

Sirat got better character arc according to your perspective only not for majority.
