The point is lives were lost that day which could've been avoided
Saying I'm sorry for ur loss , I wish we hadn't gone there that day or I wish Neil hadn't gone out to fight the goons or police had arrived earlier
I wish we had Neil with us now
All this simply acknowledging the other person pain
A simple sorry sometimes can go a long way
I see this the way when doctors come out of OT nd say We're sorry we couldn't save the patient
It's not like they killed the patient deliberately and it's not like they didn't try hard enough but they simply convey their sympathies to the aggrieved families

And apology comes only when you feel other's pain.
