Whatever the context, if he mimicked her in a ridiculing manner that was wrong and uncalled for. But with people we know nothing about, contexts we know nothing about, it's better to judge actions and not people. An action can be singled out but not used as a basis for character judgement of a real person. I think those should be reserved for people you know really well and interact with in person on a day to day basis.
