I dnt think so...Thn how wud Rohan hve bcme a headboy ...more or less indicating they are of the same age...!its impossible logically speaking if he was his half brother cos tat means he would b younger than Sam but with reference to the show...thy r set as of the same age !

Rohan is Sameer's step brother remember he once said to Vivek 'agar umeed rakhna hai toh apne baccho se rakhiye main apka baccha nahi hu'. He might be Naina's age coz Sameer is actually one year elder to Naina... he's 17 😊
