I don't think Shagun is inconsistent. She is more attached to Adi because he's always been a momma's boy for her. As for Ruhi, well she's a symbol of something that happened against her will. Shagun didn't want Ruhi but was forced to give birth to her. Ruhi was the reason that Shagun couldn't leave Raman for Ashok earlier than she did. Ruhi is a symbol of the failed relationship that Shagun had already given up on but was forced to stay in against her will.
As much as Shagun has no connection to Ruhi, she has every bit of a connection to Adi. Yes Shagun is self-centered, so quite often she doesn't give time to her son. But she is concerned for him and has motherly affection for him. She can't bear the thought of Adi going away from her which is why she gave an ultimatum to Ashok to officially adopt Adi and secure his future. She is willing to "sacrifice" her relationship with Ashok to secure her child's future. Granted that this action of her's also has other motivations, but just from the perspective of a mother, Shagun has shown glimpses of motherly emotions and affection. Her reaction to Adi today was justified; an 11 year old kid calling child services to trap his stepmom in a false case is totally out of line (especially after he just got out of such a huge legal situation of the accident). Shagun realizes (under dire circumstances) that Adi is not turning out to be a good kid, so in this situation it is consistent for a mother (even a bad one) to criticize and put her kid back into line.
Shagun definitely has multiple shades to her, but this analysis is strictly from a mother's view.
