They're biological siblings but were raised as cousins. That's where the confusion came from. That's also why they have different surnames.

Yes. The woman who raised her was her mother's cousin. Aarti's mother was very close to her cousin and her dying wish was that Aarti be raised by said cousin. That's how Aarti and Krushna were raised as cousins although they're biological siblings.
