^ But how else will he operate as a jaagirdar (land owner) if he doesn't get any money (in the form of tax) from people? His treasury is not unlimited ... he has to get money from somewhere to run an administration.

yea but the guy was not poor, he was well off, Shivaji is against taking tax forcefully from the poor who cant afford it.
