Yes, Scientific explanation - Mate ejection module. 

The human brain is hardwired to help us fall in and out of love and move along via a mechanism by natural selection called primary/secondary mate ejection. It's the reason humans are generally serial monogamists. Romantic love pathways are similar to addiction pathways in the brain; that's why rejection, separation, and break-up have a huge impact on the least prepared one. Mate ejection mechanism helps us to get over it.

I can't tell you that, because it doesn't have just one definition. Every person might define it differently. For example, for me it would be someone who truly respects and understand my feelings, without me having to voice it out, and I do the same for them. We both put each other and their happiness before ourselves. Someone who I can trust with my life and they make me a better person  I wouldn't need to depend on another person as long as I have them. Heck, I wouldn't even want to spend time with anyone else, just them. 

For others, the definition might be something else.

To tell you the truth, I don't think I have ever experienced true love myself despite being in love twice, I still don't think I have reached that deep level.😆 So I can't really help you much
