Really unattractive but more importantly - it's Idiotic. 

If it's warm enough to flashing your top boobs then it's too hot for a sweater around your neck and arms.

Was the rest of the sweater eaten by moths?

I already have one. Cropped shrug/bolero is a fashion accessory for a long time. I remember getting my first full-sleeve shrug almost a decade ago.

Casual wear, over a sleeveless/strapless top. If it's an open neck shrug usually wear a chunky colorful choker necklace.
