I agree with Bossman on Sanjay Dutt. My dad also says he would have been the superstar if he didn't go to jail. I remember his style, walk, body building, hairstyle were all famous. His posters were outside salons for years. He had everything going for him but ruined it with own hands.
I saw an old scan from a magazine that had written that Khans and Akshay were lucky in timing, given how Sanjay Dutt was jailed when he had hit peak with Khalnayak. 
I wonder why Anil lagged behind? He was too ambitious and used to fight with editors if rivals got awards or more media coverage. Why did he quieten later? Is it due to failure of Roop ki rani Choron ka Raja? 
 I don't completely blame him for it. After he lost his mother, he went into a serious state of depression and that thing is real, a serious medical problem. It leads people to commit suicide, as seen by the recent Robin Williams death. Dutt took to alcohol, sex and drugs and got involved with the wrong people. 
As for Anil, BOI recently answered that question that Anil never really had any sustaining power. He didn't have a fan base or star power. He was just lucky to be part of big banners like Subhash Ghai or doing films with Sridevi and Madhuri. His other films never opened big. Extremely talented but he was done by the mid 90's. 
But Dutt was the real deal. He could've been massive, if he had played his cards right.
