I'm going to go out on a limb and say that I think Santoshi is making a joke here.
I think "Kiran Bedi" refers to Sandhya, trying to bring justice, and "Ragini Khanna" probably refers to Meena, who will be acting up a lot to try and cover up all her lies and then to not get kicked out of the house?
Santoshi, what do you say? Is that what you meant?
