May be. I have heard of some courses and universities where they do not delay much.
I talked about my course because my course was in myuuniversity only, not in any other college, still they gave the result of 23 students after delaying it lot

In semester pattern examination you can carry on with your next semester even if there is a back subject. So, university wale bhi dheere dheere kam karte hai.

Btw admission process should not have been delayed. Is quite some time now.
