No suk she isn't confused. She is not happy. It makes sense now. Especially her expression when she hears Gopi asking Aham to send RaJi to the movies.

She is mad that GoHam are not breaching their distance but both seem intent on helping RaJi get closer.

Thats why she implements Plan Koki! Get GoHam together by taking them apart!
