A system like the electoral college would be a good solution to the regionalism and multiple voting problems. Each section of India should be allocated a certain number of points proportionally equal to its population. If a contestant wins a certain section, they will get a certain number of points.

The following can be suggested to GS:
1. If he still wants to keep public voting system( phone companies must be sponsoring big time!), do not show contestants' faces until final winners (one male & one female) are chosen. Till then, do not reveal their names, from where they are, etc. Let public vote solely on pure music. Once winners are declared, replay those episodes with faces shown. Its about choosing "playback" singers, not someone who can also dance and/or act, correct?
2. For quarter-final onwards, give "same" song to all participants for each gender. Give wide variety of songs so that public can see (sorry, hear!) the depth & range of all participants.
I think with little more imagination, the program can be made interesting and fun filled.
