See, some diseases/disorders are hereditary, and single gene determinant, like Down Syndrome, Progeria, PKU, etc, and these related to one's "blood" as you like to call it. Others are genetic, where they only occur as a mutation found in a person individually, a mutation that leads to constant reiterating of one point, claiming something to be true without proper support or argument. I could go on about this, but it seems like you should know more about the syndrome. See the ones that are affected are usually better able to convey the symptoms. 😉

yes, but hard to implement because they would come with fake Nepali/Bangladeshi passports

But who said you'd be accepting Nepalis and Bengalis, make it exclusively INDIAN.
