But haan, I agree with your post however I also have another POV about this. I get the feeling Ananya is probably filling up the loneliness he feels in his life and that's why he is being so very sweet towards her because she reminds him of who he was before he became this pathar dil insaan.
Nevetheless that doesn't excuse him from giving her hope with such compliments and intense eye locks 😆

They've always shown him admire Ananya for her work and mostly for her innocence.He sees himself in her.The man he was before whatever happened to him that changed him and bought him to his current state. I don't think he's playing with her right now. He's genuinely grown a liking (a general liking) towards her, is protective of her and hides her fathers truth also merely to protect her.

In my opinion, the entire reason why we are sympathetic towards Ananya is because she has been transparent since the beginning. Her entire ordeal with her dad and her admiration for Kabir is well known. But Kabir is a person who has seen a lot of problems in his fast. A divorcee, an alcoholic with no family staying with him, he sure has gone through a hell lot. A person who has such a tough life, get highly introvert and secluded with their thoughts.
We must also remember that maybe after a bad phase, he was determined to make it big in Journalism. That made him follow tricks and personality which gains him success and his flirtatious nature might be a part of that. Even if he tried, he has become the new Kabir Sharma.
Ananya will infact help him in becoming normal and showing real expressions. And that will take a lot of time.

Up until now, I don't think Kabir has done anything to lead Ananya on. He has only extended friendship and has given her some compliments. The problem is Ananya already has been fan-girling him way before all this and so yes, all these friendly gestures might intensify her feelings. As for Kabir, I don't think he has any kind of feelings for Ananya. He seems to be too consumed by whatever has happened in his past to feel anything in that way for anyone. His feelings are limited to just friendship for now and he probably finds it to be a welcoming addition in his life...
