It doesn't really matter whether Varun is innocent or not.
To Parvati he is the man that god has sent for her. He likes her and wants to start a family with her, their own. What a beautiful moment on the terrace. Young love, first love...true or not does not matter at this moment...it's a sealed deal for Parvati.
This beautiful future and hope will be shattered when Varun is killed (he has to die to end this chapter very quickly) in the confrontation between the BSD and the wedding party returning to the border.
Holding the gun will be Rudra...whether he shot intentionally or accidentally doesn't matter to Parvati. He is guilty in her eyes.
Somehow he will become her savior...not going to speculate...let the story tellers tell the tale and both will grow to understand and love each other.
Rudra, he is ruthless, harsh, after the terrorists...etc., but I don't see him as cruel to those he believes to be innocent.
