Tejawat Thakur - he seems to have more shades to him than what is shown..definitely a huge possibility of him/his family instructing these killings years ago to gain power and control over the villagers and embed that fear into them about the BSD
But as a village leader for the villagers he's an ideal man and an ideal leader, he takes cares of their daughters, constructs their weddings in a grand manor, sends the older people for pilgrimages
