If the banner will reflect Luv-Kush, then start with the Raghukul - Rama, Sita, Lakshman, Urmila, Shatrughan, Srutakirti & Bharat, Mandavi. And then consider others.

If it won't, then have the list that Akhl mentioned, add Sugriv, Angad, Mandodari and Urmila. Maybe Ravan's other sons, other Rakshashi womenfolk could be thrown in. At this stage, I'm not sure it makes sense throwing in Dasharath and the 3 Queens - they've been there to date (although Dasharath does briefly resurface to bless Rama, Sita & Lakshman). Also, since they're close to returning to Ayodhya, maybe time to re-include Arya Sumantra and Nishad-raj Guha. Also, I agree with Aishwariya - Kushadvajaand Vishwamitra have no subsequent roles (attending Rama's Ashwamedha yagna doesn't count).

Can the banner be a rotating banner i.e. let's say there are 50 characters, but only 20 visible on screen at any one time? Then we can chronologically include all main characters as they surface in the story, and keep scrolling till the end, and then starting again (from, say, Dasharath).

About the characters who should be represented, if it's a scrolling bar, automatic or manual, there's room to represent all the major characters. So here's how I'd suggest it:

Basically, have a rotating banner containing all of the above. If all of the above can be accomodated, I'd think an automatic scroll, rather than a horizontal scrollbar, is better. Almost like a still narration of the Ramayan
