And then why Ram is described as the Supreme Illuminator of everything?

Simple answer to these questions is, it's because of our foolishness, born out of eternal ignorance, that things with no independent existence, appear as having an independent existence.

Thus, Shri Ram is everything, and there's nothing except him, but since in our foolishness, we fail to perceive this non-duality, to explain to us, scriptures try to tell us in a way where our perceived experience of world's existence is taken in to account.
