Before jumping off the cliff Sanam says whenever you(Sanam2) will do evil there will be someone to stop you and Allah has to accept this last wish of mine. Sanam never says, I will come again to stop you or punish you. Mahira is Sanam's last dua being answered by God. The writers have really played smart by not showing it as reincarnation thus not going away from Islamic faith.
Mahira's character idea is similar to Deepika's role in Om Shanti Om, where Sandya is just a look-alike of Shanti, whereas Om is reincarnation of Om Prakash.
