According to Hadith, one (Asad) who intends to sacrifice an animal (sadly, Zoya) on Eid-Al-Adha, should abstain from having a hair cut, so that his sacrifice is in accordance to with the Sunnah. One should have a haircut on the tenth day of Dhul-Hijjah after having offered teh sacrifice. In all honesty this is the only plausible reason I can come up with for Grover to have that fugly do.

Yes that is what I said in my post yesterday. Actually people who go for Hajj have to do full head shave (tonsure), but most people just cut their hair and clip their fingernails. It is considered Sunnah .
