As usual you are impeccably correct. 1691 does indeed add up to 5. On the other hand, 1691 is an interesting number . It is what is called a strobogrammatic number. I.e. a number which is the same when you read it right side up or upside down.
I think the relevance of Dadi's hanging upside down comes into play here. While we initially thought that this might be a reversal of 69 - it is now clearer that the original idea was to provide both Dadi's and Razia's persepectives.
While standing face to face, Dadi and Raziya will only see mirrors. The only numbers in the Ascii number set that are mirror numbers are 0,1,8
Notice that if 8 were used - it would destroy the etymology of the 5 or the 2. Alos, 8 is not a prime number.
Similarly, 69 will only add up to 6 - this will also not be acceptable to the 5 and 2 set.
Therefore, Dadi has to hang upside down. Now they are reversible - i.e. Dadi now sees Raziya bottom up. Raziya sees Dadi top-down. The usage of the 1691 plate would therefore have given this perfect alighment away to the audience.
I am so thankful that your esteemed source was able to provide us the true clue to the arbitary hanging of an old lady upside down.
