The story line definitely needs to be improved and Raj's character needs to be explained. Else, the ratings would remain low.
However, ratings are not a true indicator of any show's quality. Some of the top shows at the moment are atrocious. The show in the top in PV2's time slot used to be really good with good actors and great characterization, but it used to have a low rating. So I used to watch Veera instead of any other show in the same time slot because that show really interested me with a different storyline, great direction, complex characters. But now it doesn't do so anymore because the story has lost its focus and gone on in a different direction. But surprising, the ratings have picked up and so I guess they are sticking with the storyline. Part of the reason may be that audience do connect with most of characters of that show. But correlation between the ratings and quality of the show is not always directly proportional.
But saying that, here characters of Raj and Divya need to be developed further if they need audience to connect with the show. Also, side characters needs to be toned down to attract viewers.
As far as the cast is concerned, lead actors fit their roles and most of side characters are fine too. So it is not the problem with the cast, but more with the storyline, characterization and execution.
