I think Indian kings of that time should not have followed so many rules. As an example, consider the rule:-
"Do not attack a woman."
If a woman herself is taking part in a battle, then why should anybody not attack her? Does it make sense that she can attack anybody but nobody should attack her. If all men followed this rule, then an army of only women soldiers would always win.
This rule was followed by Devavrat Bhism. Shikhandi stood between Bhism and Arjun. Bhism knew that Shikhandi was Amba in a previous birth. He also knew that if he tried to attack Arjun, then the arrow might hit Shikhandi.
Arjun and Shikhandi kept on attacking Bhism and Bhism lost; his whole body was covered with arrows and he fell down from his chariot.

No doubt, Chandragupt himself was brave and intelligent. But, on reading about Chanakya and Chandragupt, we find that Chanakya had a major hand in making Chandragupt Maurya such a great emperor.
Wish Prithviraj Chauhan also had somebody like Chanakya to guide him.

Yes. And Chandragupt of both Maurya dynasty and Gupt dynasty are famous. Chanakya was the minister of Chandragupt Maurya.
In Gupt dynasty, there were two Chandragupt - Chandragupt I and Chandragupt II. Chandragupt II, more commonly known as Vikramaditya, is more famous than Chandragupt I.
