Yes, I agree that Chanakya recommended many things, which may not be found to be ethical by some people. Please note: I am using the words "some people" because opinions vary. If one king follows some rules, it is not necessary for the other to do the same.
Irrespective of whether we like Chanakya's policies or not, the fact remains that he had a great hand in making Chandragupt such a successful king.
So far spies are concerned, it was a good thing. Because of spies, Chanakya could know the plans of Chandragupt Maurya's enemies.
