No he can't be. It is Radhe only. Yes SS's today's behavior was a shocker but let's not forget when it comes to his precious grandchild he can go to any extent. And as far as SS in today's episode is concerned i think it shall be seen only in relation to Kesar-Shakti... KriYa don't come in the picture as of now. At the moment it's too early to assume that he is not genuine to KriYa.

He just wanted Kesar back as a submissive wife and DIL and used her own mother to influence her.

Seeing K's depth of love for P and the value she has in his life i don't think he really is planning anything against her now.
