yess he does because that what he was bought to care about at the end of the day he don't know paro yet and also if you watch carefully he is startled by her but its not enough yet for him

Rudra doesn't care.. he hates beautiful women , on top of that Paro is a criminal in his eyes ..

In fact I think he wanted to be harsh with but followed his boss's advise and tricked her with freedom so that she spills the beans.

Poor Paro.. she has no idea of what was happening..
