Yes, Rudra is targetting MJ, Tara and Jairaj. He will state that Tara tried to kill him but ended up killing Jairaj. This way he hopes to garner sympathy of the voters, thereby trying to win the election. Tara's request to let MJ join them and his subsequent decline of it may be used as a motive for her hatred for him.

If Jairaj dies I'm kind of getting the feeling that Kallo will put the blame on Tara. And Tara will accept it as her doing so that she can be with MJ in the Jail or to make MJ realize what she has been going through all the time trying to prove MJ innocent when he was not helping.
