I think he is Anoop Shekar who went missing in war. He might have captured by the enemies,later he escaped and now he is on the run. Since he is wearing Pathan suit ,it is almost sure that he was in the neighboring country. After the treatment Jagya may take him to BH in turn inviting trouble.

shiv does have knack to identify culprits ⭐️...he either very quick to notice every action of nervouness in culrit or culprits gets nervous seeign him 😆
