Never come across a hit an run and hence can't comment.
In the above scenarios, if I was alone, I would be wary.

Ideally one's heart wld want to help but before taking the leap its imp to foresee the implications. In certain situations I wld def help but in some others No. Delhi police is notorious for falsely implicating innocents and harassing victims so its better to be safe than sorry. Many a times the organized criminals take adv of the sensitivity and you may actually land up being the victim.
