Actually, Satyavati, Ambika & Ambalika did live on @ Hastinapur while Pandu was the king. After Pandu's death, the 3 of them retired to the forest.
Actually, the original text is unclear as to whether Kunti was in Hastinapur or not. But it seems that during the exile, she did live w/ Vidura. But I've never found that justified: just as Subhadra, Karenamati and others returned to their paternal homes - Dwarka, Chedi, et al, similarly, Kunti could have gone to Kuntibhoj for those 13 years, or gone to Dwarka along w/ Subhadra, Abhimanyu and as per some accounts, Draupadi's sons. But the way they showed it in BRC was totally fictitious.
