Its not important what Padmini thinks about Sultan. Important is what's his status in the society from legal point of view and which mother would like to ask a gangster(no matter how much he resembles a Robinhood) to kidnap her daughter. I mean, was there dearth of other means to save her daughter that she went to a gangster for help. She could have very well gone to the police if she was so much threatened by RK. She was trying to create a war between RK-Sultan and that is illegal. Its as simple as that. CVs are taking cue from the real life story of Abu Salem and Monica Bedi but what was the outcome of this relationship is known to one and all including the CVs. Only Padmini is unaware of this.
