I think, Shobhana is right. The inspector didn't give in right away. He told Sandy that the case is closed. They couldn't find the loose ends. Then he mocked Sandy first, saying that she thinks that the police do not do their job properly that is why she insists on seeing the file. Then the police man was "impressed" with the fact that Sandy is fighting so much for her mother-in-low (not her own mother) so he lets her fill the application for opening the case.
So, I have assumed that Vikram did not have the right "words" to express his motivation. But I do agree that it was a preferential treatment….which is "normal" in corrupt systems: they treat people "depending on mood of the day and other criteria"…I have many times experienced this approach towards civilians in my own country.
So, a preferential treatment would be realistic, but the message to people…very wrong!
What I thought was over the top was the fact that the police man "drops by" at RM to deliver the tape (taking police material/effects and deliver it to a civilian!)
