I don't think so because if you look at the photos the man in the mask has a black phone and the picture of Tej has a white phone. And not only that I just don't think the man in the mask is Tej but he could be...

There is a possibiblites of mask man is Tej...as he is in the army.He might have come to know that Agam life is in danger . he wants gather information from the other party...as if he is helping the other party

But if this is the case then i don't think it will be a shocking twist for us...and why would he hide that from Nimrit...

And if we go by the situations so far then he can be the culprit or a spectetor this time..But not a savior i guess. 😛

I think too Tej cant be the saviour..why will he hide such thing to Nimrit..these few days his behaviour is hinting a lot about him..
