NEW DELHI: Expressing anguish over the rape of a five-year-old girl in Delhi, BJP leader Sushma Swaraj has demanded that the new anti-rape law be made more stringent and provide for death penalty in cases of rape of children and those involving brutality and barbarity.

"Nothing short of death sentence in cases of rape of children and cases involving brutality and barbarity will help," Swaraj said.

The leader of opposition in Lok Sabha also asked home minister Sushilkumar Shinde to convene a meeting of representatives of all political parties to provide for death sentence to perpetrators of such brutal crimes.

"Home minister should convene a meeting of representatives of all political parties to provide for death sentence in cases of rape of children and cases involving brutality and barbarity as in the present case," she said, adding that Prime Minister Manmohan Singh should also be present at that meeting.

Swaraj said the new anti-rape law should include two more provisions for providing death penalty to those who rape children and those who commit heinous and brutal crimes.

The BJP leader said these "perverts and sadists" require shock treatment. "We need to make the recent law more stringent," she said.

The BJP leader felt there was no let up in rape cases after the December 16 gang rape that shook the national capital.

Swaraj tweeted: "I had thought that barbarity in Damini case was an aberration. Delhi Child Rapecase has shown that perversity and sadism is common to these criminals."

She also said that the legal machinery should be made more effective so that such cases should not be dragged for years."It should not take months to act against the accused," she said.

She had yesterday criticized the police action in curbing protests against such crimes and beating up of young girls protesting the rape incident.

Shinde hints at shake-up at topmost level of Delhi Police

NEW DELHI: Home minister Sushilkumar Shinde on Saturday hinted that there may be a shake-up at the topmost levels in the Delhi Policein the wake of recent incidents, including protesters entering his house and their conduct against West Bengal chief minister Mamata Banerjee.

Talking to reporters in Rashtrapati Bhawan, Shinde said he is closely looking at the recent developments and some action may be in the offing.

Asked if recent reports of Delhi Police Commissioner Neeraj Kumar's likely removal were true, Shinde said, "I have ordered an inquiry into the two recent incidents- what happened to Mamata Banerjee at the Planning Commission and the case of some people entering my house. Action will be taken against those found responsible for it."

However, he did not specify who will face action and said he will wait for the inquiry report.

Both the inquiries are being conducted by Additional Secretary Khurshid Ahmed Ganai of the home ministry.

Meanwhile, Delhi Lieutenant Governor Tejinder Khanna said all cases of missing children in the capital will be treated as cases of kidnapping, which being an offence will require a more serious approach from the police.

Asked about the brutal rape of a five-year-old, Khanna said the accused Manoj Kumar, has been arrested from Muzzafarpur.

He said ACP BS Ahlawat, who had slapped a girl protesting against the crime, had taken this action as she had allegedly pushed and heckled Delhi health minister AK Walia. He maintained that the news channels were showing only a part of the clipping. Ahlawat has been suspended.

NEW DELHI: Protests over the rape of a five-year-old girl erupted in Delhi on Saturday with people staging demonstrations at various places in the capital including the residences of Congress chief Sonia Gandhi and home minister Sushilkumar Shinde and Delhi Police Headquarters.

Demonstrations were also held at AIIMS where the girl is undergoing treatment and outside the Gandhi Nagar police station where policemen allegedly showed laxity in dealing with the case.

The protests started in the morning with a small crowd at police headquarters demanding stringent action against policemen, but as the day progressed, it grew to a few hundreds.

The demonstrators tried to enter the PHQ at regular intervals by breaking the barricades but a heavy posse of security personnel stationed there prevented them.

Activists of BJP, CPM, CPI, AAP, AISF, AIYF, SFI, ABVP and other organizations were part of the protest.

There were protests at AIIMS also. In the afternoon, a group of protesters marched to Shinde's 2 Krishna Menon Marg residence demanding the sacking of Delhi Police commissioner Neeraj Kumar. They dispersed later after a memorandum in this regard was submitted to his office.

A group of people from Lok Raj Sangathan and Naya Daur Party also staged a protest outside Gandhi's residence demanding the sacking of Shinde.
