Facts are Arms were found in his house. Being involved directly in these blasts and knowing about their plans is your ASSUMPTION.

One of the most stupidest statement I have ever heard in recent past.

Actually its not stupid at all!

While Intent to commit a crime, carries the same penalties as the crime, in most criminal codes if not all, it is extremely hard to prove Intent.

We can sit here and argue all day long that if Dutt had any intention to use those weapons, but proving it in court is a whole different animal.

This is exactly why, the more serious charges were dropped and he was convicted of possession, because, with factual evidence, its easy to prove.
