He has 3 kids with Shireen .. even his mother couldn't force this much .. so at least at some point in time he sure did love her as much as he loved dilshaad ..

Warna cheat to nahi karta dilshaad ko .. like najma said, shireen came to know of dil just as dil came to know of shri .. so even if there was some noble motive behind cheating his wife he would have made it clear that he can't live with dilshaad or something to maintain dilshaad's respect .. so as to be with shireen for the noble cause and although heart broken dilshaad but not a woman who has been used.. but having , enjoying two women at a time is not acceptable.

Anyhow, noble cause if exists cames only once shri was back again. So before that, beats me what was his reason to fool both of them.

To me he comes across as a loser.
