why gopi still takes palu in front of ahem when rashi doesn't do it for jigar...

It started because Gopi took her vows back but I think it continues because it shows a bond between GoHem. It shows that she is aware of him the moment he steps into the room and I think he likes to know that she notices him.

Also I think it has become part of Gopi's character ie synonymous with Gopi vau.

Rahi never had to go through having to hide her face from Jigar so she hasn't ever needed to put the pallu on her head.

No. The Velcro on her head is still strong that is why her pallu stays there.😉😃
