Go to "new topic" as u did now...
and u have options on the top of the box...
a square icon that looks like a landscape is for photo sharing... u can't directly upload from ur desktop.
so upload ur pic on photobucket.com first... then copy the pic's URL from there... and paste it on the box that appears after u click on the "insert image" icon.
