RAPES - who is responsible?

guys we all are familiar with the cruelity a girl goes thrugh once a man transforms into a wild animal...the girl pays the price in the form of loosing her pride. there are thousands of rape cases that comes to the fore ...i wanna ask who is responsible for it? the reason i am putting forth this question is that now a days each and every authority seems to blame girls themself for the rape cases. kiran bedi the lady who is an ideal for every Indian shocked me with her statement...she said if a girl roams around wearing short clothes in the middle of a night then its her fault if she is targetted and is rapes...several other people tries to brush off their hands giving the same statement...i mean what is this? if a girl wears short skirts it means she wants to get raped? where is the freedom...insane dogs can roam around with no collar but girls are restricted in every way ? why ?

A few years ago when I was at the park, a bunch of guys were sitting down together joking around then a women who was fully covered from head to toe passed by them & they didn't even bother to look at her . Then a girl who's wearing a short skirt passed by & all of them stared at her like woah ! So, which one caught their attention more ?

Rape isn't about sex, its about power. Fully covered kids and even babies get raped. So do elderly women. So who do you blame there? The man of course. If wearing booty shorts and tanks were the criteria for getting raped, I should have been so many times by now. Let's not put the onus of predatory behavior on women. A civilized man knows how to behave even around completely naked women. As far as uncivilized neanderthals are concerned, well...their place is behind bars.

oh that means in rural areas where girls are fully covered from head to toe arent raped? let me tell you small kids are also attacked and raped...in villages also gals are raped so does that mean those village girls wear short clothes? its not clothes that provoke a wolf to attack its his insane brain. in a case a auto driver raped a 60 yr old lady...now what will u say?

Attempted rhetoric. Sex is integral part of the definition of rape. Never heard of rape where sex wasn't even attempted. The causes are multitude, power is just one of them. When a baby is raped, motive is sexual pleasure and not assertion of power.

Hardly anyone (without a beard) would disagree that man is the aggressor and he deserves punishment. When Bedi says that girl would've avoided it, I don't think she's blaming the girl, she's rather alluding to the fact that in an unsafe area, dressing is be a significant determinant of likelihood of sexual violence, independent of other factors. I'm not sure anyone can argue that.

When in Maui, go nude ... when in miami go topless .. but if you're in muzzaffarnagar even little cleavage would get pervert attention.
