Become the fan of the celebrity, comment on their celebrity profile on IF, rate their pictures and comment on their pictures.

Problem with Shantanu's and Sneha's profile is that I see a long gap between 2 comments posted in their profile on IF.

If you compare their profile with that of top ranked celebrities you see a lot of differences. In the top ranked celebrities the different fans posts comments almost every minute thus they gain more points. Whereas the rate of comments posted for these 2 celebrities (Shantanu and Sneha) are comparatively less. Hence they don't get the points for not commenting. Comment on the profile of your favorite stars. You can post only one comment per 24 hours. Meanwhile you can rate their picture and comment their pictures. Only 3 comments are allowed in the span of 30 minutes.

You can post only one comment per day. If you post one comment then you cannot post another comment once again for that you need to wait for 24 hours to post another comment. If you try to post another comment before 24 hours then error will be displayed and will be considered as spam.
