Collector is really an IAS officer. The term collecter is because the person is supposed to "collect" revenue from the district

District collectors are officers of the Indian Administrative Service and are the most powerful government officials of the district along with the Superintendent of Police, Commissioner of Police and Commissioner of Income Tax. They are entrusted with the task of handling law and order, revenue collection, taxation, the control of planning permission, and the handling of natural and man-made emergencies. A collector was a crucially important colonial officer placed at the district level and entrusted with the responsibility of revenue collection and other civil duties.

Thank you all. Just one more question from me if you guys don't mind. As you know I am not from India and have very little knowledge of the professional hierarchy, power etc. so my question is:

Why is the position of IAS or IPS so sought after? I just want to understand.

From what I read and heard, an IAS officer is supposed to be very honored, honorable, honest and above reproach. But I also saw on Satyamev Jayate that some are also corrupt. Is the attraction the power and prestige?

Sorry, turned out to be more than one question.

Well in simple words it is bureaucracy. Corruption in India is very deep rooted but not all officers are corrupt. In fact its a very elite service and people get through after clearing a very tough exam. IAS is admistrator, IPS is incharge of police. He is under an IAS...
In power they are next to politicians and are supposed to implement policies in their area, made by the parliament. That is why they are very sought after...
