Was Inder Sharma at the police station??

I don't know if anyone noticed but was that Inder Sharma outside the police station (by the window) when Indira and Mandira tried to file the report? I was wondering why they showed someone looking in and when I saw it again today in the flashbacks I noticed that the man that was standing looking in through the window at the police station had the same shirt on the Inder had on as well? Could it have been him? Did he follow Mandira after checking the room?
