As far as my knowledge about kite flying in North India is concerned, it is basically in spring when the weather is neither too cold nor too hot. For best estimate, one can say after Holi.It is a pass-time for kids and teens during their vacation.In January, around Makar-Sankkranti it's too cold to be out to fly the kites, even in afternoon.😆
