Bullying is not about Survival: It is about Nature vs. Nurture.
Bullying is not something that a Teacher can also control, as a teacher only spends so much time with a child (and they teach numerous children) and a single teacher is not always a staple in a child's life.
Parents and Guardians are the ones who children spend the first crucial moments of their lives with; Parents of bullies are either one of the two:
i. Are aggressive and dominant (Yes, bullies are old as well) which is a teaching that rubs off on their children; as it seems justified and right- after all they've seen and learned by the most dominent figures in their lives.
ii. Children who are dominent and mean, and the parents see these tendencies yet fail to address their children (My favourite is the "kids will be kids" fallacy) in rectifying them.
Both of these can be corralled and corrected at home, by parents by being vigalent and attentative; but sometimes these hints slip through the cracks; then the individual further excels the frequency and levels of bullying IF no one intervines, or attempts to stop the bullying; and most of the time the individual- if let go of for long- is gone past the point of difficult to return, as they are set in their attitudes and mannerisims. And the cycle continues.
Bullies can be prevented; narcissisim is what is difficult to control: That is actually part of someone's nature. But most Bullies can be nurtured onto the right path.

Nurture is basically time spent by parents and teachers in guiding a child.
Proper guidance and dedication is helpful in all cases
"As are the parent so are the children"
This may hold to a large extent. Especially with both parents working and inadequate time spent with the child it is bound to have an effect. But then these days children are put into childcare at a very early age too which I do not fully agree with.
