Guess what? He seems to be doing it only at aiport sightings. Check here and here and at both these instances he was caught with a cigarette.
So the answer is clear! He doesn't like to be photographed with a cigarette.
So my question for you is, is it OK for him to be doing it, though it is a very subtle gesture.
